Dr Jack Southgate joined Whole Life Consultants Ltd in June 2024 while completing his PhD in Mathematics. He also holds an MSci in Mathematics and is an Accredited Researcher with the Office for National Statistics.

At WLC, Jack has focused on modelling and labour forecasting, with particular expertise in low-carbon retrofit. He recently redeveloped WLC’s Low-Carbon Labour Forecasting Tool, which estimates the workforce needed to deliver retrofit interventions across Great Britain’s domestic and non-domestic properties. He has also produced a bespoke national forecast for the CITB, identifying future low-carbon skills requirements across the UK nations.

Alongside forecasting, Jack has delivered data analysis and computational projects, including a large-scale construction industry dashboard for the CITB and the derivation of labour coefficients used to translate retrofit interventions into occupational demand. He has further contributed to whole-life costing, desk research, and literature reviews.
