Malcolm Horner is Co-Founder and Chair of Whole Life Consultants Ltd, a Fellow of the Royal Society of Edinburgh and the Institution of Civil Engineers, and an Honorary Fellow of the Royal Incorporation of Architects in Scotland.

He is Emeritus Professor of Engineering Management at the University of Dundee, where he led the Construction Management Research Unit within the Division of Civil Engineering. Under his direction, the Unit delivered research projects worth over £5 million and produced more than 200 academic and professional publications.

Professor Horner is a member of the EPSRC Peer Review College, a former Chair of Scottish Enterprise Tayside, a former Member of the CITB National Council, and past Chair of CITB’s Technical Reference Group.

He has also served as a non-executive director across a range of public and private sector organisations, with interests spanning both social and commercial fields. His principal areas of expertise are labour productivity, cost modelling, and management and control.
