Thomas Hope, Consultant
Thomas Hope holds a MEng in Civil Engineering, Design, and Management and a PhD in Civil Engineering from the University of Dundee, where he still retains close links with the Civil Engineering department.
He was part of the analytical consortium during the Transport Infrastructure Efficiency Strategy (TIES) Living Lab project, responsible for benchmarking historic UK infrastructure projects to establish a baseline to measure the performance of demonstrator projects against and identify best practice in UK transport Arm’s length Bodies.
Thomas’s research background is in the field of supplementary cementitious materials for use in concrete, where he is highly experienced and published. His previous work has focused on the recovery and processing of long-term, wet-stored fly ash for use in concrete on behalf of the UK Quality Ash Association (UKQAA) and evaluation of the fresh, hardened and durability performance of concrete containing calcined, low-grade UK clays as part of the Reclaimed calcined clay cements (Re-C3) project led by the Mineral Products Association (MPA). This research background gives him a strong practical knowledge of construction materials to compliment his analytical and desk research skills.
Thomas is also a fully accredited Research through the UK Office for National Statistics Secure Research Service, which grants him access to special licence data, and has experience in applying for access and working with secure data.
Thomas’s skills, understanding of data, and knowledge of the construction sector allow him to solve the complex problems others cannot and provide clients with easily understood, well evidenced insights in both textual and visual forms.
Thomas has worked collaboratively with WLC Ltd since 2020, during the Living Lab project, and has been full-time member of the team since 2024. During this time, he has worked on a variety of projects including:
- Bespoke labour forecasting for large infrastructure programmes/projects
- Life cycle costing analysis for BREEAM Man 02 reporting
- Labour market information analysis and data visualisation
- Development of a construction and infrastructure skills taxonomy
- Development and evaluation of metrics for measuring the performance of construction projects
- Literature reviews and reporting
- Development of a delay measuring and management tool for construction
