120 years to retrofit Dundee? WLC workforce modelling referenced in Scottish Parliament

Whole Life Consultants Ltd has been referenced in the Scottish Parliament during a debate on Scotland’s economy and the future of the energy sector.

The debate highlighted WLC’s retrofit workforce modelling for Dundee, which showed that delivering the city’s required retrofit interventions would take around 15,990 person-years of work and could support around 1,600 people each year across skilled trades, technical roles and professional services.

The scale was captured memorably in Parliament: if MSPs had to deliver Dundee’s retrofit interventions themselves, it would take them 120 years — and probably longer, given the specialist skills required.

Behind the humour is a serious delivery question.

Retrofit is often discussed through targets, funding and technology. All matter. But ambition only becomes delivery when the workforce exists to make it happen.
